Not many options here for vegans, but for vegetarians, sheer yakh (Afghan ice cream) is a nice treat (although Café Sultan in Hal 32 make more of a show from it), as well as roht bread.

Afghan, vegan and vegetarian options
A restaurant, hooka bar, bakery, and grocery store all next to each other. The grocery store has a nice display of the rice varieties, which makes choosing rice a fun affair. They also have many Afghan cooking ware and produce. The bakery has very interesting looking breads. Vegan options in the restaurant are shor nakhod.
